Regina Caeli Secondary School, Ibadan is the brain child of Pro Labore Dei International (PLD) - an ecclesial Movement under the hierarchy of the Catholic Church greatly involved with the work of reaching out to the downtrodden and less privileged of our society in order to ameliorate their conditions. The initiative to start RCSS came as a result of alarming high cost of affording a high standard education in a country plagued with poverty and economic recession and the deplorable state of many schools which have become merely literacy centers for want of an inclusive educational system that balances literacy with moral and spiritual values.
With the approval of the Archbishop of the metropolitan Archdiocese of Ibadan, Most Rev. Dr. Gabriel Abegunrin, Rev. Sr. Stella Maris, the Chief Coordinator of Pro Labore Dei International and the Acting Proprietress of the school together with the executive board members of PLD moved into action and RCSS was inaugurated on the 7th day of October, 2014- the feast day of Our Lady of the Holy Rosary. The Mother of Jesus, Mother Mary was adopted as the very Patroness of the School.
The school was registered as a grade “A” Private Secondary School and open to all lovers of sound and undiluted Catholic Mission education. Non- Catholics are equally welcomed as long as they love and are willing to follow the Catholic mode of worship. The school was established to make High Quality Education more affordable. To achieve this Pro Labore Dei International continues to support the school through grants keeping the school fees almost constant and affordable.
By God’s grace, RCSS has also attained all the necessary approvals and recognitions to operate as a full-fledged Secondary School in Oyo State including Government Approval to establish, BECE and Junior NECO as well as the WAEC and Senior NECO Recognitions to present candidates for external examinations.

Students are helped to cultivate the spirit of excellence by giving them a very high target which in turn motivates them to go for the peak. Three Grade-Point Scale Assessment POLICY
To foster a balanced personality, RCSS assesses students on a three Grade-Point Scales of Academics, Morals and Spiritual
The policy states that:
- No student shall be promoted to the next class who did not score at least 60% average for each of the three point assessments of Academics, Moral and Spiritual.
- An average of 60% in any two only of the three Assessment domains cannot guarantee a promotion to the next class.
- 100% in academics and below 60% in any or in the other two Assessment domains cannot also guarantee a promotion
- To qualify for promotion to the next class all students must have at least an average score of 60% and above in the three domains of assessments.
The three Assessment domains bear equal weight on the RCSS Scale of Assessment.
